At the end of 2021, Indonesia will simplify the region's government bureaucracy. The simplification was done for hundreds of thousands of regional State Civil Apparatus (ASN) officials through an equalization mechanism into available positions, including in Sidoarjo Regency. This research uses a qualitative approach with a literature study to analyze the implementation of job simplification on the career pattern of functional officials due to equalization in the Sidoarjo Regency. Referring to George Edward III's theory, it was found that the implementation of equalization of positions still needs to be improved too. There needs to be more consistency in the regulations governing the equalization policy, so simplifying the competencies and age limits of officials resulting from the equalization can hinder their career patterns. Available positions were found due to the equalization that was not following their educational background and competence. As many as 30% of functional officers who have been equalized are over 53 years old, so it has the potential to affect their performance in functional positions. The Sidoarjo Regency Government needs to make various strategic efforts so that the presence of functional officials has a positive impact on the organization.
